NEW DELHI: Prime Minister Narendra Modi on Monday gave a new mantra to the civil servants asking them to follow "Naagrik Devo Bhava."
Addressing the 17th Civil Services Day event at the Vigyan Bhawan here, PM Modi said, "We should always remember one thing: no matter how technology-driven the world becomes, we should never forget the importance of human judgments. Listen to the voice of the poor and hear their pain. You solve their problems; it should be your first priority. Jaise 'Atithi Devo Bhava' hota hai, vaise hi 'Naagrik Devo Bhava' ke mantra ko le kr chalna hai. (Just as we say the guest is like God, in the same way, we must embrace the mantra the citizen is like God.) You have to prepare yourself for your duty not only as civil servants of India but also as architects of Viksit Bharat ."
PM Modi also said that India is not just being recognized for its growth, but also for setting new benchmarks in governance, transparency, and innovation.
PM Modi said, "In the past decade, India has undergone transformative changes. We are no longer just focused on growth, but on setting benchmarks in governance, transparency, and innovation. Our G20 Presidency is a strong example of this."
"Over 200 meetings were held across more than 60 cities, such an inclusive footprint has never been seen before in the history of the G20. This reflects our truly holistic approach..." he added.
At the event, PM Modi said that on April 21, 1947, Sardar Vallabhbhai Patel had called the civil servants the 'Steel Frame of India' and had set the limits for the bureaucracy of independent India.
PM Modi said that today, the country is beginning to build the grand vision of a Viksit Bharat on a strong foundation.
"However, there is no shortage of challenges in this journey. India has now become the most populous country in the world. In this context, achieving saturation of basic amenities must be our top priority. A strong focus on last-mile delivery is essential. As the needs and aspirations of citizens evolve rapidly, civil services must also adapt to contemporary challenges," he said.
'Decisions we are making are going to shape future of next 1,000 years': PM Modi
At the event, PM Modi said that his government is working on the policies that are going to shape the future of the next 1,000 years. He also said the holistic development of India means no village, no family and no citizen is left behind.
"The policies we are working on today and the decisions we are making are going to shape the future of the next 1,000 years," he said.
Modi highlighted that India's forward-looking society, comprising youth, agricultural communities and women, harbours unprecedented ambitions.
"To fulfil these extraordinary aspirations, extraordinary speed is essential," he said.
The prime minister emphasised that governance quality is assessed by the effectiveness and reach of programmes at the grassroots level.
He noted that the previous decade witnessed substantial transformative changes, moving beyond incremental improvements.
"India is setting new benchmarks in governance, transparency and innovation," he added.
Modi emphasised that contemporary governance in the technological era focuses on expanding possibilities rather than merely managing systems.
Speaking about India's G20 Summit leadership in 2023, he highlighted how 'janbhagidari' transformed it into a public movement, gaining global recognition.
"India is not just participating, it is leading," he said.
Modi instructed civil servants to remain attentive to underprivileged citizens' challenges, consider their perspectives, acknowledge their concerns, and prioritise resolving their difficulties.
